Ukrainian long-range drones targeted fuel production hubs in Perm and the Rostov region on Thursday and Friday, causing multiple fires and operational halts. The Permnefteorgsintez refinery, Russia's 7th largest, suffered five separate fires and can process 13 million tons of crude oil per year. Perm produces 5.3 million tonnes of diesel annually and is one of six plants that provide roughly half of Russia's diesel supply. In the Rostov region, air defenses destroyed 50 drones, but the Novoshakhtinsk oil refinery was damaged and forced to suspend its operations.

The raids involved several hundred drones targeting Moscow, the Novgorod Oblast, and sites up to 1,500 km from the Ukrainian border. These strikes occur days after President Donald Trump stated that Russia and Ukraine agreed to stop targeting energy infrastructure. The wave follows a raid last week that forced Moscow's largest refinery to halt processing and coincides with plans for a 90 day US diesel export ban.
