President Zelensky said US officials will speak with their Russian counterparts and negotiations will resume in 10 days, ahead of a trilateral meeting in the UAE. Putin envoy Kirill Dmitriev arrives in New York Thursday to meet Trump envoys Steve Witkoff and Jared Kushner to discuss the latest US proposals, and Zelensky said December's G20 summit in Miami could also be an opportunity for a leader-level trilateral summit.

Zelensky said Ukraine is ready for an energy ceasefire if Russia stops attacking its electricity, heating and water supply, and that the American side will share the proposal with the Russians. "I don't know the Russian position," he said. He asked Trump for a winter package of Patriot missiles and licenses to produce the interceptors in Ukraine. Washington's newest $2.7 billion air defense package for Kyiv included no Patriot systems.

Zelensky said Ukrainian strikes have destroyed 45% of Russia's diesel refining capacity, prompting the US to propose the energy truce. Trump pressed him in a Sunday call to halt the attacks over concerns they are worsening a global diesel shortage, with a senior Ukrainian official saying his main message was "diesel, diesel… diesel." US diesel prices have hit a record $6.51 a gallon, up 76% from a year ago. Zelensky refused to halt the strikes unilaterally, saying "Diesel may matter to some, but our lives matter more," and Kyiv argues the price spike is driven primarily by the crisis around the Strait of Hormuz. The Kremlin said a meeting between Trump and Putin is not currently planned and that it is willing to talk with Zelenskyy only in Moscow.
