Gazprom Neft’s Moscow refinery stopped processing crude after a Ukrainian drone attack on Sept. 20 sparked fires at both primary distillation units, Reuters reported, citing three industry sources. Repairs could take several weeks.

The refinery in Kapotnya has processing capacity of about 245,000 barrels a day and is a key fuel supplier for the Moscow region. It produced 3.2 million tons of diesel in 2024.

Ukrainian President Volodymyr Zelensky confirmed strikes on an oil industry facility and a logistics site in the Moscow region. “These are billions of dollars that sustain the war machine,” he said. Russian authorities reported at least two deaths in the wider attack, which occurred on the final day of Russia’s parliamentary elections. Moscow Mayor Sergei Sobyanin said nobody was hurt at the refinery.
