Ukrainian President Volodymyr Zelensky said Washington would convey to Moscow his proposal to halt attacks on Russian refineries in exchange for an end to strikes on Ukraine’s energy system, including electricity, heating and water supplies. He outlined the offer after meeting US President Donald Trump on Tuesday at the UN General Assembly in New York, saying he did not know Russia’s position.

Trump had pressed Zelensky during a Sunday phone call to stop refinery strikes over concerns about global diesel shortages and rising prices, the Financial Times reported, citing people familiar with the call. US diesel prices reached a record $6.51 a gallon, up from $3.70 a year earlier. Zelensky distinguished Tuesday’s talks from that call: “Today, there were no requests whatsoever for Ukraine to stop its strikes unilaterally.”

Zelensky also urged Trump to organize talks with Russian President Vladimir Putin and said he was ready to attend. The Kremlin said any Putin-Zelensky meeting could take place only in Moscow and required expert preparation. Alongside the diplomatic push, Kyiv requested a winter package of Patriot missiles and licenses to produce them domestically. US and Ukrainian teams are working toward launching Patriot interceptor production in Ukraine, Zelensky said.
